North Yorkshire Council

Background
North Yorkshire Council (NYC) delivers children’s social care services across one of England’s largest counties. As part of its ambition to achieve and sustain an Outstanding rating, NYC launched a major transformation programme to improve how information about children and young people was shared across council teams and partner agencies.

The Challenge
NYC’s Children and Young People’s Service needed a better way to safeguard vulnerable children. Critical information about a child was spread across multiple council systems and external partners such as Health and Police, making it time-consuming for frontline staff to access a complete picture at first contact.
The council required a secure, scalable solution to create a single, accurate and up-to-date ‘golden record’ for each child, reducing duplication, improving decision-making, and enabling earlier intervention.
Solution
Sentinel implemented its Data Integration Platform and Single View of Child (SVoC) Portal for NYCC’s Multi-Agency Safeguarding Teams (MAST). The platform integrated data from multiple council systems and partner agencies into one trusted view, matching and profiling records to create a holistic, longitudinal picture of each child. This enabled staff to quickly access all relevant information at first contact, while additional portal views could be securely shared with external partners as needed.
North Yorkshire then extended the MAST solution to include a Partner Portal for the safeguarding team at North Yorkshire Police so they could share data more efficiently. Afterwards, they implemented the Supporting Families Phase 3 solution.
